Port Zahali is a prosperous eastern port city governed by Lord Valkov Venharice, an elf with shadowy dealings who serves the Leviathan Warlord Ust'Kru'Lak. The city controls access to the eastern ocean and experienced dramatic growth following a devastating cultist attack five years prior that targeted the Venharice family estate.

Elysia began as a priestess in training before meeting a merchant who would become Mayor of Port Zahali. She supported her husband's rise to power, though she "did feel guilty about most of the fucked up stuff she aided him in." The couple had five children together.

As time passed, Elysia's perspective shifted and she "grew to not like him, but a part of her couldn't help but still love him, the man that she fell in love with all those years ago." Her primary concern became protecting her children. She raised each with individual attention—her eldest to inherit the mayoral title, her second daughter whom she sought to protect from a political marriage, her third child who was kind but struggled with speech, and her twins, one of whom suffered from a progressive illness.

A significant crisis occurred when Elysia's husband departed following a mysterious letter, leaving her to manage Port Zahali. His absence related to research involving a rare magical ore from a hobbit village—material he needed for a medication he was developing with his apprentice.

During this period, an invasion occurred that devastated Elysia's family. She lost multiple children, including her youngest who had been "one of the original people who were supposed to be sacrificed." While managing the town's responsibilities through reports from Port Zahali's townspeople, she delegated tasks to Tao Qual, the twins' guard.
